Human Resources Manager

General Purpose of the Position

Maintains and enhances the organization’s human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.

Principal Responsibilities

  1. Provide human resources information in the Onboarding Orientation; this includes Employee Manual Presentation, Policies and Procedures, Rules of Conduct, Employee Benefits and any other area.
  2. Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors.
  3. Administer and follow up on probationary period evaluation, when applicable, extensions applications will be submitted following applicable regulations.
  4. Oversee the performance appraisal process and learning & development processes.
  5. Maintains employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts; designing and conducting educational programs on benefit programs. 
  6. Responsible for the invoice reconciliation and related reports of medical insurance, dental insurance, life insurance and retirement plan, among other benefits. 
  7. Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings.
  8. Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.
  9. Oversee employee time and attendance of identified tardiness or absence patterns and discipline employees in severe cases as discussed and approved by employee supervisor.
  10. Completes human resource operational requirements by scheduling and assigning employees; following up on work results.
  11. Maintains human resource staff job results by counseling and disciplining employees; planning, monitoring, and appraising job results.
  12. Identify or receive advice requests regarding employee relation issues. Analyze information, gather facts and may conduct formal or informal investigations. Coach and provide guidance to supervisors in the management of employee relations.  Suggest course of action based on organizational needs, internal guidelines and applicable laws and regulations.
  13. Draft and/or review disciplinary documentation based on organizational needs, internal guidelines, consistency principle and applicable laws and regulations.
  14. Handle voluntary and involuntary termination process including but not limited to exit interview and documentation.  
  15. Analyze workflow of human resources related processes, gather information and provides recommendations related to internal regulations, policies and procedures.
  16. Draft corporate policies and procedures applicable to human resources administration, maintain employee handbook updated based on internal and labor laws and regulations. 
  17. Responsible for the Performance Management and compensation policy as well as the annual compensation process.

Education, Training and/or Experience Required

To perform this position a bachelor’s degree (B.A.) from a four-year college or university; or two to three years related experience and/or training; or equivalent combination of education and experience will be needed.

Language, Skills and Knowledge

Knows and applies human resources techniques and administrative procedures such as:  recruiting and selection, salary administration, benefit administration, payroll, employee relation and others as needs arise.  Possesses basic knowledge of applicable labor laws and regulations.  Knows and follows firms’ policies and regulations. 

Must project a mature, well-balanced personality. Ability to write and speak fluently in both Spanish and English.  The person needs to be skilled in order to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.   

Ability to calculate figures and amounts such as discounts, interest, commissions and percentages.  Ability to work with several projects at a time and have attention to detail.

Must be a person of high ethical standards. Impeccable manners, punctuality, reliability, attention to detail and empathy are critical success factors. Computer literacy and proficiency in Microsoft applications (i.e. Word, Excel, PowerPoint, Outlook, etc) is needed.

Reasoning Abilities

The employee must be able to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form, and to deal with problems involving several concrete variables in standardized situations.

PC/laptop, telephone, calculator, photocopier, scanner, facsimile, e-mail.

Physical Demands

The position requires normal physical effort when standing, walking, sitting and/or using office equipment. 

Work Environment

This position usually performs in an office environment under normal conditions with moderate noises.
